This means that chapters published on paper before 18-2 are still considered the official version until authentication. The certification verifies the authenticity of each chapter of code that is published when it is published by the Office of the Secretary of State. The authenticated PDF file of the code contains an integrity mark with a certificate ID. Users should check the validity of the signature, especially if the PDF has been downloaded. If the digital signature is not valid, it means that the content of the document has been compromised. The Agency can demonstrate that the rule must come into force immediately after it is presented to the Office of the Secretary of State. This information would be recorded in the Preamble of the Agency as published in the Administrative Register. For the effective date of the rule, refer to the HISTORICAL NOTE in the management code.
